Bill Clinton is as retarded as........well i guess he's in a class all his own.

I spent a good part of the day reading and analyzing the 14th Amendment to the United States of America, trying to find any place where Bill could actually make an intelligent argument about his opinion that the President of the United State has the authority to raise the debt ceiling without the approval of Congress. Upon the 13th reading of said Amendment, I noticed that the word 'president' was mentioned only in the secitons talking about electing or running for public office. Section II touches on the appointment of representatives to the House of Representatives and the numbers associated with the selection of that office and who is eleigable to vote. Section III denies public office to anyone participating in insurrection or rebellion against the United States. That leaves us with Section IV and V, which the president is in no way mentioned. Don't believe me? Here it is:

Section 4. The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void.Is the president mentioned anywhere?

Ok, so how exactly did Bill ever get to the point of saying that President Obama has the authority to bypass congress on the raising of the debt ceiling? Nowhere here does it say 'the president can, without consent of congress, increase the borrowing limit of the United States.' Doesn't say it, and he can not do it. But you know who can? Do you know who the Constitution gives that authority to? Check it out:

Section 5. The Congress shall have power to enforce, by appropriate legislation, the provisions of this article. 

Wow, do you see that? The Constitution didn't forget to say who has the authority needed to
take such action, and it didn't leave it open to interpretation either. And it should come as no
suprise, becasue it's always the same. Lets look again shall we:

Section 5. The Congress shall have power to enforce, by appropriate legislation, the provisions of this article.

CONGRESS shall have the power.....by APPROPRIATE LEGISLATION. It's all there, black
and white, clear as crystal. Congress has the power to either raise or deny a raise of the debt
ceiling. The president has the power to sign, or veto, what the who again? CONGRESS sends
to him. He is never given the authority to unilateraly circumvent the legislative branch of the
government. 

So you know......holy crap Bill. How you ever got out of being removed from office after impeachment with the "define 'it'" or "is" or whatever that wonderful defining moment of american leadership was, still baffles me today. The fact that you got away with it is even more depressing. And now you are in the habit of putting language in the Constitution that has no business being there. Your arrogance of "I'd do it and let the courts try to stop me" makes me sad the American people elected you once, let alone twice. Do yourself a favor Bill and go back to law school. Learn to read and then have another crack at the Fourteenth Amendment. Although I doubt that another round of education would make you more intelligent. A spade is a spade.
